To understand keys.txt , one must first understand the Wii U’s security architecture. To combat piracy, Nintendo encrypted both its game discs and digital downloads. Each commercial game title key is itself encrypted with a console-specific key. When a legitimate Wii U console runs a game, it uses a master key—buried deep within its boot ROM—to unwrap the title key in real-time, decrypting the game data on the fly.

Lines beginning with a hash ( # ) are comments and are ignored by CEMU. Some keys.txt files include helpful comments like # The Legend of Zelda: Breath of the Wild .
Cemu cannot find the file because it is in the wrong directory.
When dumping keys manually, you may get binary files rather than text. Cemu requires keys in hex character representation. Use a hex editor to convert binary keys to the proper format.
Ensure there are no extra spaces before or after the keys.
If you dump keys from multiple consoles or games, you can manually combine them. Open all files in a text editor, copy the unique lines, and paste them into a master keys.txt . Remove duplicate entries (CEMU reads the first match, but duplicates cause clutter).
